In previous life he was already renown as one of the strongest. Even though bloodline deficiency and meridian failure prevented him to achieve the last level. He compensated that gap by being most renown array/pill/weapon/bloodline master. Bloodline master here is similar to mental master in WDQK or Swallowed Star. Another reasons are that after reincarnation he practices one of the the best divine methods (far surpassing mortal and divine realm, it is transcendance level method) and his sword is not inferior to the method either (also has transcendent spirit sealed within). Also, his bloodline is not thunder, but highest level transcendent bloodline which he inherited from his father in this life as well. All these perks were planted for him by his father, whivh is revealed later in the story. He didn't have these benefits in previous life and he still achieved "one of the strongest" status. With those it is no different than using minigun to fight stone throwing people.

Not really if I remember correctly, just fire ants which evolved with thunder wreck hell. But in the novel Leng clan is far more problematic due to political reasons where killing them off too soon would be dangerous for him and friends. Leng and 3 other families are joined in shaddy ventures like killing whole clan where his "blackie" servant is the only survivor and he only lives for revenge from young age.

He can't afford taking on Leng family until he has his own backing and renown. One is getting royal support since one of princes is his friend and second is establishing premier trading center called Chendi pavilion which also serves as new common center for pill/artifact/bloodline shrines where they can act together as one much stronger force. At that point he is on equal footing with Lengs.
